  • QuestionsJob DescriptionThis is a non-merit position with the Iowa Workforce Development.The Iowa Workforce Development is looking to fill an Budget Analyst 4 to assist the state.The successful candidate will be responsible for revenue management with respect to more than 70 different revenue sources, including the state, various federal agencies, inter-agency agreements, investment income, penalties and interest assessments, self-generating funding sources, various discretionary federal grants, discretionary state grants, and various other sources. Each revenue stream has state/federal reporting requirements and guidelines directing how funds may be used and the period of time funding is available, and the CFO must develop standards and procedures for more efficient budget administration. Maintain historical cost data and prepare charts, graphs, and reports for department budget development, presentations, and administration/fiscal analysis. Maintains the integrity of the Trust Fund.Reviews all budgets created by Budget Analyst 3 positions to determine accuracy and if sufficient funds are available. Provides consultative budget/fiscal analysis, forecasting of future spending and revenue patterns to determine the future fiscal integrity of the Agency. Provides consultative budget service to Iowa Workforce Development's Senior Leadership Team regarding budget preparation, program operations, calculation of billable rates, appropriations control and advises them concerning adherence to executive policies and legislative intent.Confers with and advises the IWD Director, Deputy Director and Senior Management on fiscal issues. Acts as Liaison between IWD and the state auditor's office as well as with the US Department of Labor (USDOL) in regards to financial management. This includes ensuring that both parties are made aware of any non-compliance issues where IWD is required by state or federal regulation to inform such parties. This may include filing of Incident Reports with USDOL and ensuring that we keep them updated on the status of those events. Works with the state auditors to ensure access to records and either answer questions or direct the auditors to the appropriate staff. Attends exit conferences and determines what corrective action may be necessary if any findings relate to Financial Management Bureau and reports that information to the Financial Management Bureau Chief. Works with USDOL to determine the appropriate actions to be taken by IWD, in the event that federal guidelines need to be interpreted or more clearly defined. Resolves audit finding with federal Office of Management and Budget and USDOL.Partners with Financial Management Bureau Chief to plan for general accounting for assets, liabilities, income, and expenses, and the preparation of related financial reports including the agency GAAP package and statewide indirect cost allocation plan.Iowa Workforce Foundation Oversight: IWD has established a foundation for private use. The foundation operates under the oversight of the IWD Board of Directors. IWD is obligated to provide a financial report to the Board annually covering the financial standing of the foundation and the past year's financial transactions. The CFO is on point for this activity and also to ensure all expenditures are within the scope of the foundations by-laws and proper procedures have been followed.Assists in determining what grants IWD may want to apply for and determine if IWD has the resources necessary to properly administer grants requested. Makes recommendations on when to apply for and when to reject grant proposal requests from USDOL. Maintains files of Notices of Obligation (NOO) when new funding is received by IWD and federal sources. Updates internal reports and provides NOO information to the Accountant that maintains I3 Cost Accounting system as well as any other IWD staff that may need this information for their records. Determines the appropriate unit codes and program codes to be used in tracking the revenue and expenditures of these programs based on the requirements of each program per the state or federal regulations. Provides input on Request for Proposal criteria given the type of program involved and the rules which apply to that program.Responsible for the preparation of both internal and external policies relating to all streams of funding, contracts and sub-contracts. Issues written directives, as needed, to outside partners based on issues identified. Reviews and approves all subcontract audit reports after completed by the Budget Analyst 3 positions.Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
    • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to five years of full-time work in professional budget analysis or fiscal management.
    • Nine years of full-time work experience in professional budget analysis or fiscal management.
    • A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
