SummaryMedical Administrative Specialist performs duties as a key staff member in the Des Moines VA and represents the medical center director in all administrative matters occurring during scheduled hours (second shift*). Incumbent is delegated full authority and responsibility to exercise the medical center director's prerogative in health administration and non-policy making administrative matters. Represents management concerning lawful provision of the health care of Veterans.ResponsibilitiesDuties include: Registers and determines eligibility for Veterans seeking VA Healthcare Provides information to Veterans regarding their eligibility for Healthcare per Federal regulations Provides advise to clinical staff regarding Veterans eligibility for admission and/or outpatient treatment. Represents the Business Office Manager and Director during non-administrative tours Provides administrative guidance to Clinical staff during off tours, part of the non-administrative management team Manages the bed control for Veterans being admitted, transferred or discharged from the hospital, domiciliary and Nursing Home Completes Means Testing for Veterans that are required by regulation to complete a means test Advises Veterans on co-payments they may have to make to the VA for healthcare and Medications Completes all death details for Veterans that expire in VA Healthcare Advises family on potential benefits Conducts recordings for clinical staff for Veterans needing procedures or transfer to VA. Updates Veterans demographic and insurance information Delegated authority to act for Director in times of Disaster during off tours in accordance with Disaster Plan. Schedules Veterans for ambulance transportation to and from VA. Responsible for enforcement of Medical Center policies, VA Directives and handbooks during non-administrative tours Arranges for disposition of body upon Veterans death and works with medical examiner for autopsy arrangements Assumes responsibility for many medical center service line operations during non administrative tours Responsible for Releasing of Veteran medical information during off tours. Must have full knowledge of Privacy rules and regulations Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 5, for GS 9, 52 weeks at the GS 7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 5 for the GS 7 grade level, one year of specialized experience at the GS 7 for the GS 9 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: medical terminology familiarity, familiarity with illnesses, diseases and treatment procedures.OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of two (2)full years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts must be submitted with application. Education cannot be credited without documentation. TRANSCRIPT REQUIRED OR, Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combination of successfully completed related graduate level education and specialized experience as described above, which meets the total experience requirements for this position at the GS-9 grade level. Transcripts must be submitted with application. Education cannot be credited without documentation. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Eligible applicants must be physically and mentally able to perform efficiently the essential functions of the position, with or without reasonable accommodation, without hazard to themselves or others.
