Title: Associate Director, Retirement Security Policy- ****** Description: The Harkin Institute for Public Policy & Citizen Engagement is currently seeking qualified candidates for our Associate Director of Retirement Security Policy. The Associate Director will work to achieve The Harkin Institute's strategic vision in the retirement security policy area in collaboration with the organizational namesake, institute leadership, the student research team, and the Retirement Security Advisory Committee. The Associate Director will implement the annual retirement security public policy agenda by conducting research, hosting educational programming, and building community partnerships around this issue. Candidates should have a strong understanding of public policy theory and practice as applied to retirement security issues qualified candidates will have a minimum of five years of experience at the state or national level working directly on public policy issues related to retirement security. A candidate for this position could also have experience and an understanding of Medicaid, Medicare, Social Security or Financial Literacy. They will have a demonstrated ability to conduct social science research and analyze public policy proposals. Strong organizational and interpersonal skills are required to be successful. A Bachelor's Degree is required in Law, Public Policy, Economics, Finance or a related field. Master's Degree preferred. Duties: 40% - Project Implementation - Conduct original public policy research within the annual retirement security policy agenda to include research design, data collection, analysis, and the sharing of findings. Conduct research individually, as part of a team within the institute, in collaboration with a Research Fellow, and with outside partners. - Plan and implement educational programming such as forums, speakers, and conferences. Lead all planning efforts for the retirement security policy area signature event. - Identify and build relationships with partner agencies, as guided by the Policy Director, in the retirement security policy area. Collaborate on projects and initiatives to further the institute policy agenda. - Complete reports on projects and programming to meet the needs of institute grants, funders, and advisory committees. - Provide updates, as requested, to Policy Director related to educational programming and partnerships. 20% - Management of The Harkin Institute Resources - Serve as the team lead for all retirement security projects, to include providing project-related direction and oversight to Institute Fellows, Legal Research Assistants, and Undergraduate Public Policy Research Assistants assigned to retirement security projects. Provide updates on retirement security projects, as requested, to Policy Director. - Collaborate with the Policy Director in identifying the need for Institute Fellows in the retirement security policy area. Coordinate with the Policy Director and Assistant Operations Director in the recruitment and hiring process of Institute Fellows. - Provide administrative support to the Retirement Security Core Advisory Committee. Build and maintain relationships with advisory committee members. - Develop spending plans for retirement security projects and funnel them into an annual budget for the policy area. Collaborate with the Policy Director and Assistant Operations Director in monitoring spending across time and approving expenditures. Participate in revenue-raising activities such as pursuing grants and assisting the Executive Director in maintaining positive relationships with donors. - Participate in process evaluation and improvement activities for policy related workflows and assist in the development of standard operating policies and procedures as requested by the Policy Director. 15% - Strategic Planning & Agenda Setting - Facilitate and support The Harkin Institute's strategic vision through implementation of the institute's operational plan in the retirement security policy area. Collaborate with the Policy Director in the review, maintenance, and development of the operational plan as it relates to policy work. - Collaborate with the Policy Director and Retirement security Core Advisory Committee in identifying and defining priority policy areas, an annual public policy agenda, and specific research initiatives and educational programming in the retirement security policy area. - Coordinate the completion of the priority policy areas, annual policy agenda, and identification of research and educational initiatives using the institute's planning framework. Provide any needed or requested analysis and background research in development of these items. 15% - Research Deliverables & Sharing of The Harkin Institute Works - Lead the development and production of deliverables for all research initiatives and policy projects in the retirement security policy area. Deliverables may include publications, presentations, policy recommendations, opinion pieces, briefs, white papers, or other written pieces or multimedia projects. - Report on research outcomes and policy project deliverables to the Executive Director, National Advisory Council, and the President's Office. Present on findings and share deliverables with policymakers, faculty, students, and the public. - Share research findings and publications produced in the retirement security policy area according to the institute's work product dissemination system. Collaborate with the Communications Strategist on earned and social media engagement opportunities of policy projects. - Consult, as requested, with the Policy Director with research initiatives and policy projects. 10% - Public-Facing Writings & Presentations - Write opinion pieces, policy briefs, and white papers. - Prepare and give conference presentations and speeches. - Seek out, establish, and maintain strong collaborations with retirement security related partner organizations. - Collaborate with the Communications Strategist on general engagement of retirement security policy work through social media. - Serve as institute expert and primary resource on retirement security policy in response to media requests and stakeholder inquiries. Represent the institute as needed before policymakers, stakeholders, the public, and news media. - Periodically teach college courses, workshops, and/or community-based training as approved by the Policy Director and Executive Director. Qualifications: Candidates should have a strong understanding of public policy theory and practice as applied to retirement security issues as evidenced by work experience. Qualified candidates will have a minimum of five years of experience at the state or national level working directly on public policy issues related to retirement security. Experience in a nonprofit community-based organization or governmental entity a plus. Candidates should have a demonstrated ability to conduct social science research and analyze public policy proposals. A Bachelor's Degree is required in Law, Public Policy, Economics, Finance or a related field. Master's Degree preferred. Qualifications: - Excellent oral and written communication skills. - Problem-solving skills and attention to detail. - Ability to be resourceful and work independently. - Ability to create and manage a budget. - Understanding of retirement security policy initiatives and outcomes. - Ability to use data in shaping policy and educational messages. - Ability to communicate complex information clearly in writing and in oral presentations to a range of audiences. - Strong organizational and interpersonal skills. - Able to set strategic goals and objectives, tracking progress toward those goals and objectives, and report on that progress. - Comfort working in a fast-paced environment with multiple projects, sudden deadlines and curveballs. - Sensitive to meeting deadlines. - Ability to work as a member of a team. - Diplomatic, sensitive to organizational dynamics, creative, flexible, and persuasive plus an ability to handle highly sensitive situations and information. - Strict adherence to the highest professional ethics, confidentiality, discretion, judgement and commitment to be non-partisan. - Willingness to work a flexible work schedule, including some evenings and weekends, when necessary, and to travel on occasion (including some overnight stays).
